GPY Exchange Visit 2017 (July 23 – July 28, 2017)
Governance Partners Yangon invited 11 civil servants from Yangon to Hong Kong for a week-long thematic exchange programme on transportation policy. The Joint Secretary of the Yangon Regional Transport Authority U Than Win led the delegation that consisted of other director-level civil servants.
GPY kicked started the programme with a dinner reception on 23 July, inviting leaders across industries and sectors in Hong Kong to welcome the delegation.
Guests include former Chief Secretary Sir David Akers-Jones, former Convenor of the Executive Council Mr. Lam Woon-kwong, former member of the Executive Council Dr. C. H. Leong, CEO of Lan Kwai Fong Group Mr. Jonathan Zeman, former President of the Legislative Council Mr. Jasper Tsang, as well as GPY’s patron chairman of the Global Group Dr. Johnny Hon.
Former Secretary for Civil Service Paul Tang and former Commissioner for Belt and Road Yvonne Choi spoke at the dinner. Mr Tang highlighted the importance of such exchanges, and Ms Choi shared her views on HK-ASEAN relations.
Learning from the experts
GPY arranged sessions where experts of transport and governance in Hong Kong shared their valuable insights with the delegation and exchanged knowledge.
Expert speakers included former Chief Secretary for Administration Mr. Stephen Lam, deputy Director of HKU SPACE Dr. Dorothy Chan, President of MTR Academy Mr Morris Cheung, President of CILT HK Mr. W.H. Tsang, head of International Business at Octopus Holdings Limited Mr. Andy Yip, Chief Engineer for Transport Planning at Transport Department Ir. Alfred Lam, and former Chair of Wan Chai District Council Ms. Ada Wong.
The sessions were highly interactive, with the delegation asking questions and discussing practical transportation planning challenges.
Experiencing Hong Kong’s transport and town planning
GPY provided an authentic experience of commuting in Hong Kong, arranging time for the delegation to take various forms of transport, including MTR, bus and taxi.
GPY also took the delegation to Wan Chai and Sha Tin to explore the implementation of town-planning models as well as the footbridges system in Central.
Consolidating knowledge in role-playing session
GPY asked the Yangon officials to take part in a simulation exercise addressing a serious transport issue in Yangon to facilitate the practice of consensus-building in the government.
The delegation was put into groups and each represented a stakeholder of a recent accident that caused the death of ten people in Yangon.
The feedback was positive as the officials have never applied their expertise in such a discussion format that GPY designed.
